What Is a SANAS Approved B-BBEE Certificate?

SANAS is the only body in South Africa authorised to accredit B-BBEE Verification Agencies. When an agency is SANAS approved, it means they follow strict standards set out in the B-BBEE Codes of Good Practice to measure your business. They look at elements like ownership, management control, skills development, enterprise and supplier development, and socio-economic development.

Once the SANAS approved agency audits your business, they issue a B-BBEE certificate that states your actual score and level. A level one is the highest level of compliance, while a level eight is the lowest passing level. Because the agency is SANAS approved, the buyer knows the certificate is genuine and not self-made.

If a supplier gives a corporate buyer a self-made B-BBEE certificate, the buyer will reject it. The B-BBEE rules require that large organisations verify their suppliers using SANAS approved agencies. This stops fronting, which is when a business pretends to be black-owned to win contracts.

Do You Need a SANAS Certificate or an Affidavit?

Not every business needs a full SANAS approved B-BBEE certificate. The B-BBEE rules changed to make things easier for small businesses.

If your business is an Exempted Micro Enterprise, which means it has a relatively low annual turnover, you do not need a SANAS certificate. You can simply swear an affidavit at a police station or commissioner of oaths stating your annual turnover and your ownership details. The same applies to some Qualifying Small Enterprises, depending on your annual turnover. You will need to check the current turnover thresholds on the Department of Trade, Industry and Competition website to see which category your business falls under.

However, if your business is larger and falls into the Generic Enterprise category, you must get a SANAS approved B-BBEE certificate. You cannot use an affidavit. Large corporates and government departments will reject your tender bid if you do not provide a valid SANAS certificate. Even if you are a small business, some corporate buyers still prefer to see a SANAS certificate instead of an affidavit to make their own B-BBEE reporting easier.

How to Get a SANAS Approved B-BBEE Certificate

Getting this certificate requires you to work with an accredited professional. You cannot do it yourself.

1. Find a SANAS accredited agency. You can look at the list of approved agencies on the SANAS website or the B-BBEE Commission website. Make sure they are currently accredited.
2. Request a quote. The agency will charge you a fee based on your business size and the complexity of your structures. Prices vary, so always ask for a full breakdown.
3. Sign a contract. The agency will send you a contract and an initial payment request to start the process.
4. Submit your documents. You will send them your company registration documents, financial statements, payroll reports and proof of your B-BBEE initiatives.
5. Undergo the verification. The agency will audit your documents and conduct interviews to verify the information you provided.
6. Draft certificate. The agency will issue a draft certificate for you to check before the final one is published.
7. Receive your certificate. If everything checks out, the agency will issue your SANAS approved B-BBEE certificate. It is usually valid for one year from the date of issuance.

What Documents Do You Need for Verification?

The SANAS approved agency will need proof for every point you claim on the B-BBEE scorecard. You cannot just tell them you have black ownership or spend money on skills development. You must prove it with paper.

You will need your CIPC registration documents, share certificates and directors details. You will need audited financial statements or an accounting officer report for the financial year being measured. You will also need payroll reports to prove skills development spending and evidence of any enterprise or supplier development contributions you made.
