A South African business owner at work.

To get government tenders in the Eastern Cape, you must register your business, get your tax and B-BBEE documents in order, and register on the National Treasury's Central Supplier Database (CSD). Once you are on the CSD, you look for adverts from Eastern Cape provincial departments, municipalities, and state-owned entities, and submit your bid before the closing date. The process is the same whether you are in Gqeberha, East London, Mthatha, or a rural town.

Step 1: Register your business

Before you can bid on any government work, you need a registered company. You can register a private company with the Companies and Intellectual Property Commission (CIPC). This gives you a company registration number and a certificate.

You will need your CIPC registration certificate to open a business bank account and to register on the CSD. If you do not have a company yet, KAGO offers Registration Basic for R995 to help you get your company number and certificate without the headache of navigating the CIPC portal alone.

Step 2: Get your tax and B-BBEE documents ready

The government will not do business with you if you owe tax. You need a SARS Tax Clearance Certificate, specifically a TCS status letter showing you are tax compliant. You can generate this on your SARS eFiling profile.

You also need a B-BBEE certificate. If you are a black-owned business with a turnover below the threshold set by government, you can get an affidavit stating your ownership percentage for free at any police station. If you need a formal certificate, you must use an accredited verification agency. Many Eastern Cape tenders give preference points to businesses with higher B-BBEE levels.

You must also be registered for UIF and COIDA. These are legal requirements for doing business in South Africa and protect your employees if they get injured at work.

Step 3: Register on the Central Supplier Database

The Central Supplier Database (CSD) is the single database for all government suppliers in South Africa. You cannot get a tender if you are not on the CSD.

To register, go to the CSD website. You will need your CIPC documents, your SARS tax pin, a bank letter confirming your business account, and your B-BBEE certificate. The system will give you a supplier number and a MAA form. Keep this number safe, as you will need it for every tender you bid on in the Eastern Cape. You can update your CSD profile at any time if your details change.

Step 4: Find Eastern Cape tenders

Tenders in the Eastern Cape are advertised by different government bodies. You need to check their websites and local newspapers regularly.

Look out for adverts from:

  1. Eastern Cape Department of Education
  2. Eastern Cape Department of Health
  3. Eastern Cape Department of Roads and Public Works
  4. Eastern Cape Department of Social Development
  5. Local municipalities like Buffalo City Metro, Nelson Mandela Bay Metro, and Sarah Baartman District Municipality.

You can also check the eTenders National Treasury website, where all government tenders are supposed to be published. Make sure you understand the closing dates and submission locations. Some departments require physical submissions, while others accept email submissions.

Step 5: Understand CIDB grading for construction

If your tender is for construction, building, or road maintenance, you need a Construction Industry Development Board (CIDB) grading. Your CIDB grade determines the size of the tender you can bid for. You cannot bid for a large contract if your CIDB grade is low. You get graded based on your track record, your financial standing, and your management capabilities. If you are just starting, you can get a grade 1. As you complete more projects and your finances grow, you can upgrade your grade.

Step 6: Submit a winning tender response

When you find a tender you want to bid on, you must download the tender document from the website or buy it from the specific department. Read the instructions carefully.

You will usually need to submit:

  1. A duly completed bid form.
  2. A CSD summary report.
  3. Your tax clearance certificate.
  4. Your B-BBEE certificate or affidavit.
  5. Company profiles and business plans if the tender asks for them.
  6. Proof of company registration.

If you are in construction, you will need a valid CIDB grading certificate. Do not submit a tender without all the required documents. If you miss one page, your bid will be disqualified. The government uses a points system. You get points for price and points for B-BBEE. The bidder with the highest combined score wins.

How KAGO can help you get tender ready

Getting your documents right is the hardest part of bidding for government tenders. KAGO can help you put together a professional Compliance Kit for R2,495, which includes your CIPC amendments, SARS tax compliance, and B-BBEE assistance.

We do not guarantee that you will win the tender, but we make sure your paperwork is perfect so you do not get disqualified for simple mistakes. We can also write your Company Profile for R1,995 or a Complete Business Plan for R3,495, which many Eastern Cape departments ask for when they want to see if your business is financially stable and capable of delivering the work.

A note on funding and tenders

Do not expect the government to pay you upfront. Government departments often take months to pay. You need to have money to buy the materials or do the work first. If you need money to fulfil a tender, you can approach the Small Enterprise Finance Agency (SEFA) or the National Youth Development Agency (NYDA) for funding. We do not promise or guarantee funding from them. The funder always decides based on your business profile and the tender contract you have won. KAGO makes your business funding-ready by preparing your business plan and financials.
