What a BEE Verification Agency Does
A BEE verification agency is an independent company accredited by the South African National Accreditation System (SANAS) to assess your business and issue a valid B-BBEE certificate. The certificate shows your B-BBEE scorecard level, which government departments, municipalities, and large corporates require before they buy from you or award you a tender.
You cannot issue your own B-BBEE certificate. Even if you calculate your own score, it has no legal standing unless a SANAS-accredited verification agency signs off on it. There is no shortcut around this.
Why You Need One
If you want to tender for government work, supply a corporate client, or apply for certain licences and funding programmes, you will be asked for a valid B-BBEE certificate. The person asking does not care what you think your level is. They want proof from an accredited agency.
There is one exception. If your annual turnover is below the threshold set by the B-BBEE Codes of Good Practice for Exempted Micro Enterprises (EMEs), you do not need a full verification. You can get an affidavit instead. But if your turnover is above that threshold, you must go through a verification agency.
How to Choose a Legitimate Agency
Not every company that says it does BEE verification is actually accredited. If you pay a non-accredited outfit, you get a piece of paper that nobody accepts. Here is how to avoid that.
- Ask for the agency's SANAS accreditation number. A legitimate agency will give it without hesitation.
- Verify the number on the SANAS website or by calling SANAS directly. SANAS keeps a list of every accredited verification agency in the country.
- Check that the accreditation is current. Agencies must renew their accreditation. An expired accreditation means the certificates they issue are worthless.
- Compare prices. There is no official price list, but if one agency charges a fraction of what everyone else charges, something is wrong.
- Ask what is included. Some agencies charge extra for the site visit, the certificate itself, or amendments. Get the full price upfront.
What Happens During Verification
The verification process follows a set sequence.
- You contact the agency and tell them about your business: what you do, your annual turnover, your ownership structure, and how many employees you have.
- The agency sends you a quote based on this information. If you accept, you sign a contract.
- The agency sends you a document checklist. This includes things like your CIPC registration documents, share certificates, payroll records, financial statements, and proof of any B-BBEE initiatives you have done.
- You submit everything. The agency reviews the documents and tells you what is missing or unclear.
- The agency does a site visit. They come to your premises to confirm that the business is real and that what you submitted matches what they see.
- The agency calculates your score and issues a draft certificate. You check it for errors.
- The agency uploads your certificate to the B-BBEE Commission database and gives you the final certificate.
The whole process can take several weeks if your documents are ready, and much longer if they are not.
Documents You Will Need
Every agency has its own checklist, but you will almost certainly need these.
- Your CIPC CoR14.3 (registration certificate) and CoR15.1A (Memorandum of Incorporation)
- Share certificates and the shareholders' register
- Your latest annual financial statements
- Proof of SARS tax compliance
- Payroll records and employment contracts
- Proof of skills development spend, such as invoices and attendance registers from accredited training providers
- Proof of enterprise development or supplier development contributions, if you claim points for these
- Proof of socio-economic development contributions, such as donations to qualifying beneficiaries
- Lease agreement or proof of premises
How to Prepare Before You Pay
Many entrepreneurs pay for verification, then fail the audit because their documents do not match what they claimed. Save yourself money and time by getting your house in order first.
If you are not sure whether your documents will pass, KAGO can help you get your compliance paperwork sorted before you approach a verification agency. We do not do B-BBEE verification ourselves, but we make sure you walk in prepared. Our Compliance Kit at R2,495 covers the core registration and compliance documents most verification agencies will ask to see.
Common Mistakes to Avoid
Using a non-accredited agency because it is cheaper. The certificate will not be accepted anywhere.
Claiming points you cannot prove. The agency does not take your word for it. Every point on the scorecard needs documentary evidence.
Letting your certificate expire before you renew. Some clients require a certificate that is valid for the full duration of a contract. Plan ahead.
Thinking an affidavit is enough when your turnover is above the EME threshold. It is not. You will be caught out and lose the contract.
How Much It Costs
There is no fixed price for BEE verification. The cost depends on your annual turnover, the size of your business, and the complexity of your ownership structure. The agency will quote you based on these factors.
What I can tell you is that going in unprepared costs more. If the agency has to wait weeks for you to find missing documents, or if they have to redo work because your records are wrong, some will charge for the extra time. Getting your compliance documents sorted first is cheaper than paying the agency to watch you scramble.
After You Get Your Certificate
Once you have your B-BBEE certificate, keep it somewhere safe and start using it. You will attach it to tender applications, present it to corporate clients who ask for it, and include it in your CSD registration if you want to do business with government.
Remember that your certificate has an expiry date. Mark it in your calendar and start the renewal process well before it lapses, because verification takes time and you do not want a gap where you have no valid certificate.
Questions people also ask
How long is a B-BBEE certificate valid for?
A B-BBEE certificate is valid for one year from the date of issue. You must go through the verification process again each time it expires, so start the renewal at least a month before the expiry date.
Can I use any verification agency or does it have to be a specific one?
You can use any SANAS-accredited verification agency in South Africa. The certificate is valid regardless of which accredited agency issued it, as long as the accreditation was current at the time of issue.
What is the difference between a B-BBEE certificate and an affidavit?
A B-BBEE certificate is issued by a SANAS-accredited agency after a full audit of your business. An affidavit is a sworn statement you sign yourself, which only qualifies businesses with annual turnover below the EME threshold set by the B-BBEE Codes of Good Practice.
