What a B-BBEE verification agency does
A B-BBEE verification agency is an independent company accredited to assess your business and issue a B-BBEE certificate. The agency measures your business against the B-BBEE Codes of Good Practice and gives you a scorecard with a level from Level 1 (the best) down to Level 8, or a non-compliant result.
The certificate is your proof of B-BBEE compliance. Other businesses use it when deciding whether to buy from you. Government departments and state-owned entities require it for tenders.
Do you need a verification agency
You need one if you want a formal B-BBEE certificate that government and other businesses can rely on. Here is when it matters:
- You want to bid for government tenders or contracts with state-owned entities.
- A large customer or supplier asks for your B-BBEE certificate as part of their procurement process.
- You want to improve your B-BBEE level and need an official baseline to work from.
If your business qualifies as an Exempt Micro Enterprise (EME), you do not need a verification agency. EMEs can get a certificate with a sworn affidavit confirming annual turnover and black ownership. Qualifying Small Enterprises (QSEs) have a simplified scorecard, but the rules depend on whether your industry has its own sector code.
Generic enterprises, which are larger businesses above the QSE turnover threshold, must go through full verification by an accredited agency.
How to find an accredited agency
Only use an agency accredited by the South African National Accreditation System (SANAS). An unaccredited agency's certificate will not be accepted by government or by any business that checks.
- Go to the SANAS website and search the list of accredited B-BBEE verification agencies.
- Shortlist two or three agencies near you or that work in your industry.
- Ask each one for a quote and ask how long the process takes.
- Ask whether the agency has experience with your sector code, because sector codes can change how your score is calculated.
- Sign a contract with the agency before they start the verification.
Verification agency vs B-BBEE consultant
A verification agency assesses you and issues the certificate. A B-BBEE consultant helps you prepare and plan, but cannot issue a certificate.
Many businesses use a consultant first to identify gaps in their scorecard, then use a verification agency to get the official certificate. You can also go straight to the verification agency if your documents are in order. Either way, the certificate must come from a SANAS-accredited agency.
Sector codes matter
Some industries have their own sector codes under the B-BBEE framework. Construction, tourism, agriculture, transport, and financial services are examples of sectors with specific codes and different scorecard weightings.
Make sure the agency knows which sector code applies to your business. If your business is measured under the wrong code, your certificate may not be accepted.
What happens during verification
The process generally works like this:
- You submit your documents and information to the agency.
- The agency reviews what you sent and asks for anything missing.
- A verification analyst checks your evidence against each element of the scorecard.
- The agency calculates your score and issues a draft certificate.
- You review the draft and raise any objections or corrections.
- The agency issues the final B-BBEE certificate and records it on the central B-BBEE verification database.
The main elements the agency will assess are ownership, management control, skills development, enterprise and supplier development, and socio-economic development. The weightings depend on whether you are measured under the generic scorecard or a specific sector code.
Documents you will need
The agency will give you a full checklist, but expect to provide:
- CIPC registration documents, including your founding statement and share certificates.
- ID copies of all shareholders and directors.
- SARS tax compliance status.
- Financial statements, signed off where required.
- Payroll records and employment equity report.
- Proof of skills development spend and training records.
- Proof of enterprise and supplier development contributions.
- Proof of socio-economic development contributions.
- Affidavits where applicable.
If your paperwork is not in order, the agency cannot give you credit for an element, even if you have done the work. Missing documents mean a lower score.
What it costs
Verification fees depend on the size of your business, the complexity of your scorecard, and the agency you choose. Get quotes from at least three accredited agencies and compare.
Your certificate is valid for one year. You will need to repeat the process each year to keep a valid certificate.
Prepare before you apply
Before you approach a verification agency, your basic business documents need to be in order. KAGO can help with company registration, financial plans, and business plans, which are the documents a verification agency will ask for first. We do not do B-BBEE verification, but we can make sure you walk in with the right foundation.
Our Registration Basic at R995 covers your CIPC registration, which gives you the founding documents every verification agency will want to see.
If you are planning to use your B-BBEE certificate for funding or tenders, remember that the certificate is one part of the picture. Funders and procurement officers will also look at your business plan, financials, and compliance documents. KAGO does not guarantee funding, because that decision always sits with the funder, but we can help you get the rest of your pack together.
Questions people also ask
How long does B-BBEE verification take?
It depends on the agency and how ready your documents are. Once you submit everything, expect it to take a few weeks, but it can take longer if documents are missing or need correction.
Can I use any verification agency?
You can use any agency that is accredited by SANAS. Do not use an unaccredited agency, because government and most large businesses will not accept their certificates.
Do EMEs need a verification certificate?
No. Exempt Micro Enterprises can get a B-BBEE certificate by providing a sworn affidavit confirming annual turnover and black ownership. You do not need to pay a verification agency for this.
