A South African business owner at work.

BBBEE verification agencies are independent, SANAS-accredited firms that audit your business and issue a B-BBEE certificate showing your scorecard level. You cannot issue your own certificate or get one from a consultant. Only an accredited verification agency can do that, and the certificate is what most government departments, state-owned enterprises, and large corporates ask for before they will buy from you.

What Is a BBBEE Verification Agency?

A verification agency is a company accredited by SANAS, the South African National Accreditation System, to measure your business against the B-BBEE Codes of Good Practice. They look at your ownership, management control, skills development, enterprise and supplier development, and socio-economic development. They then calculate your score and give you a B-BBEE certificate with a level, from Level 1 down to Level 8, or a non-compliant rating.

The key word is independent. The agency does not help you improve your score. They just measure it. If someone offers to both advise you and certify you, that is a conflict of interest and the certificate will not be valid.

Why You Need One

If you want to do business with government, a state-owned enterprise, or a large corporate that has B-BBEE procurement requirements, you will need a B-BBEE certificate. Many tenders specify a minimum level. Some private clients also ask for it as part of their own supplier compliance.

Your certificate is usually valid for one year from the date it is issued. After that, you need to go through the process again.

How to Find an Accredited Agency

Not everyone who advertises B-BBEE services is accredited. Here is how to check:

  1. Go to the SANAS website and search their list of accredited B-BBEE verification agencies.
  2. Check that the agency's accreditation is current, not expired or suspended.
  3. Confirm they work with businesses your size. Some agencies focus on large corporates; others work with small and medium enterprises.
  4. Get quotes from two or three agencies before you choose.

Do not use an unaccredited consultant who promises to get you a certificate. If the certificate does not come from a SANAS-accredited agency, it is not valid.

What the Verification Process Looks Like

Every agency has its own process, but here is what to expect in general:

  1. You contact the agency and request a quote.
  2. You sign a contract and pay a deposit.
  3. The agency sends you a list of documents they need.
  4. You submit everything and they review it.
  5. They visit your premises if needed.
  6. They calculate your score and issue a draft report.
  7. If you accept the draft, they issue the final certificate.

The whole process can take anywhere from a few weeks to a few months, depending on how ready your documents are and how busy the agency is.

Documents You Will Need

The exact list depends on your size and which scorecard applies to you, but here are the common ones:

  • Your CIPC registration documents, including your CoR14.3, CoR14.1, and MOI.
  • Share certificates and shareholders' agreements.
  • ID copies of all owners and directors.
  • A SARS BEE certificate if you are an exempt micro enterprise or qualifying small enterprise, which may be enough on its own.
  • Payroll records and ID copies of staff.
  • Training records, invoices, and proof of payment for skills development.
  • Invoices and proof of payment for enterprise and supplier development contributions.
  • Proof of socio-economic development contributions.
  • Sworn affidavits if you are a black-owned EME or QSE.

If you are an EME or a QSE, you may not need a full verification. A sworn affidavit may be enough. The thresholds for these categories are set out in the Codes, so ask the agency or check the current rules before you pay for a full verification.

What It Costs

Verification agency fees vary widely based on your turnover, the complexity of your scorecard, and the agency you choose. Small businesses pay less than large corporates because the work is simpler. Always get the price in writing before you commit, and ask what is included. Some agencies charge extra for site visits, additional copies, or rush processing.

Do not assume the cheapest quote is the best. A cheap but slow or careless agency can cost you a tender deadline.

How KAGO Can Help You Prepare

KAGO does not do B-BBEE verification. We are not a verification agency and we do not issue certificates. What we do is help you get your documents in order before you approach one, so the process is faster and you avoid paying for a verification that stalls because your paperwork is incomplete.

Our Compliance Kit at R2,495 helps you sort out your CIPC, SARS, and basic compliance documents. Our Company Profile at R1,995 presents your business professionally to agencies, funders, and clients. If you are applying for funding to pay for B-BBEE improvements like skills development, our Funding Pack at R3,995 can help you get funding-ready, though we cannot promise or guarantee funding. The funder always decides.

Common Mistakes to Avoid

  • Using an unaccredited agency or consultant because they are cheaper. The certificate will be invalid.
  • Waiting until a tender deadline to start the process. Verification takes time.
  • Not keeping records of training, donations, or supplier development throughout the year. If you have no proof, you get no points.
  • Assuming your SARS BEE certificate is the same as a full B-BBEE certificate. It is not. It only works for EMEs and QSEs in certain cases.
  • Trying to improve your score while the verification is underway. The agency measures what exists at the time of verification.

The Bottom Line

A B-BBEE certificate from a SANAS-accredited verification agency is a gatekeeper document for doing business with government and many corporates in South Africa. Find an accredited agency, prepare your documents, and start early. If you need help getting your compliance paperwork in order before you pay for verification, that is where KAGO fits in.

Questions people also ask

How long is a B-BBEE certificate valid for?

Most B-BBEE certificates are valid for one year from the date of issue. After that, you need to go through verification again to get a new certificate.

Can I get a B-BBEE certificate without using a verification agency?

Only if you qualify as an EME or QSE and can use a sworn affidavit instead. If you need a full scorecard, you must use a SANAS-accredited verification agency.

What is the difference between a B-BBEE consultant and a verification agency?

A consultant helps you improve your score before verification. A verification agency measures your score and issues the certificate, and the same company cannot do both because it is a conflict of interest.
